As of 01.04.2019, changes will be made in the practices within the scope of the Connection and System Usage Regulation requirements in the field of distribution activities and responsibilities of our Company.
NEW PROCESS WORKFLOW WILL BE AS FOLLOWS.
1. Electrical Internal Installation Project will be prepared for the requests made by the users (including application projects, new/power increase/power reduction, etc.) and will be submitted to our Company for approval.
2. Distribution network/connection line details will not be included in the projects; It will be arranged to include only internal installations starting from the connection point (building entrance point).
3. Projects will be evaluated with Electrical Internal Facilities Project Control (Application/Final Status) Forms and approved if appropriate.
4. Connection applications will be made by users for all approved electrical interior installation projects. Applications can be received manually using the Link Application (Opinion) Form or via the online system.
5. Connection opinions will be issued for the connection applications made. Connection opinions will include the distribution facilities that need to be established for the location demanding energy, the installation preferences of these facilities, the works and transactions required to be established within the scope of the preferences, and the responsibilities and transaction sequences of the parties.
6. If there is a need to install a distribution facility for the requested location, a preference notification form will be included in the attachment of the connection opinion.
7. According to the connection view and preferences, the workflow will be as follows.
- If Connection Line installation is required and preferred to be installed by the user:
I. The Connection Line project will be made and submitted to our Company for approval, and the project will be determined by our Company; The Connection Line will be evaluated with the Project Control Form and approved if appropriate.
ii. A Connection Agreement to the Distribution System will be made and the Connection Line Establishment Agreement will be signed during the agreement.
iii. After the agreement, our Company will carry out control and acceptance procedures for the approved connection line project and the connection line completed according to the Facility Agreement.
- If Connection Line and Distribution Network installation is required and preferred by the user:
I. The project, including both facilities, will be drawn on the same sheet and submitted to our Company's control. If BSKY 21 is included in the content, our Distribution Company or TEDAŞ; Otherwise, project approval will be carried out by our Company.
ii. If the Distribution Network is within the scope of BSKY 21, the BSKY 21 Facility Agreement will be signed.
iii. A Connection Agreement to the Distribution System will be made and the Connection Line Establishment Agreement will be signed during the agreement.
iv. After the agreement, our Company will carry out control and acceptance procedures for the connection line and distribution network, which have been completed in accordance with the approved project and Facility Agreements.
- In cases where the required distribution facilities (connection line and/or distribution network) are preferred by our Company.
I. A Connection Agreement to the Distribution System will be made. Since the required distribution facility(ies) will be established by our Company within the period given in the connection opinion, no project will be requested from the user, and no facility construction contract will be signed with the user.
8. Following the completion of the Distribution System Connection Agreement and the construction/control/acceptance procedures of the distribution facilities, installation control/inspection procedures will be carried out. Where possible, transactions can be checked/accepted simultaneously.
9. Notification to the Supply Company in Charge will be established.
In order for the new process workflow to be understandable for the parties and for the process to be carried out in a healthy manner, all the information provided in the upper section of the Connection Opinion and Preference Notification Forms is included, and it is important to show the necessary sensitivity to the issue and to make applications on behalf of users in accordance with the above workflow.
IMPORTANT NOTES:
a) Electrical Internal Installation Projects approved until 01.04.2019 will be accepted as long as they are valid for the legal period. It will not be requested to remove the existing connection line details and submit them for approval. However, if the user prefers to build a connection line following the connection opinion, the connection line project; It will be prepared separately according to the data in the connection opinion and will be submitted for approval.
b) Until 01.04.2019, for the facilities for which installation control (E.İ.T.Y. Article 19) application has been made, the procedures will be completed, connection agreements to the distribution system will be made and notifications will be made to the Supply Company in Charge. There will be no requests for the new process.
c) Connection opinions will not be taken again for opinions that have been received until 01.04.2019 and are valid in terms of time as of the application date. These views will prevail.
- If there is an approved project that includes connection line details, this project will also be valid. Only according to the connection line definitions, if the maximum length of the connection line from the network point to the property border is not suitable within the scope of BSKY, the difference distance; It will be evaluated within the scope of BSKY 21. In this context, the necessary procedures will be carried out by the Regional Construction Works Management during the BSKY 21 Facility Contract.
- If a project has not yet been prepared for the connection line detail, project approval will be carried out within the scope specified in the above section.
- If there are approved projects, BSKY 21, a Connection Agreement to the Distribution System will be made together with the BSKY 21 Facility Agreement and other information-documents. A connection line establishment contract will also be signed for the Connection Line. For comments that do not include a Preference Notification Form attached to the Connection Opinion, during the agreement, since the facilities are built by the user, the preference notification form will be filled in and the preference will be made and the form will be signed.
d) With the new process, distribution facility(s) will not be constructed by users before the connection agreement to the distribution system. Following the agreement, work will be carried out on site in accordance with the approved distribution facility projects and facility contracts.
e) Applications made only with the preference notification form will not be accepted by our Company. The relevant form must be submitted in accordance with the workflow described above. (During the distribution facility/facilities project submission and connection agreement for distribution facilities to be constructed by the user, otherwise during the connection agreement to the distribution system)
